On December 19, 2015, as rider of the federal budget, the grace period for the liquidation or modification of existing JSAs was extended to 10 years.  On May 25, 2016, the United States Court of Appeals for the Third Circuit lifted restrictions on joint sales contracts and ruled that the FCC could not manipulate its ownership rules without “fulfilling its obligation to review [the] rule and determine whether it was in the public interest.”  On November 16, 2017, the FCC, under the Trump administration, voted to move JSAS away from ownership.
